How Canada is Going to Be Affected by DOE 2023
[05:29-06:47] Chris: “Canada’s not aligned with DOE 2023.” Tersh: “How are they going to be affected positively or negatively by this?” Chris: “Their formal regulation is called Amendment 17, it’s not finalized…any industry, whether it be automobiles or whatever it might be.”

[09:21-10:13] Tersh: “Can you explain…” Chris: At a high level, what DOE 2023 is: The federal government, in this case, the Department of Energy, is setting new minimum efficiency standards for the United States. In other words, the minimum that I can manufacture as an OEO… is increasing over what it was, and this is applied to residential and commercial.”
How are the 2023 DOE Requirements Going to Be Regulated?
[14:46-16:04] Tersh: “Here’s the million-dollar question: How is this going to be regulated? Chris: “How many of you have seen the DOE police… Here’s what the reality is from an enforcement perspective. Most of DOE’s enforcement actions are brought about from tips from other contractors…”

Chris Forth is an HVAC industry veteran with over 30 years of experience, who has worked in engineering, product management, and most recently the regulatory and codes space as the Vice President of Regulatory, Codes & Environmental Affairs for the Ducted Systems division of Johnson Controls.
Forth is heavily involved in industry codes and standards development, as well as industry advocacy efforts to facilitate the safe transition to low-GWP refrigerants at the state, federal and international levels. He currently serves on multiple committees and boards, including the Air-conditioning, Heating, and Refrigeration Institute (AHRI), the Alliance for Responsible Atmospheric Policy, and the State Chamber of Oklahoma, where he is based.
Forth graduated from Oklahoma State University with a bachelor’s and master’s degree in engineering and engineering management.
